Shannon Kempf

Shannon is a former federal prosecutor who worked for the Department of Justice as an Assistant United States Attorney with the United States Attorney’s Office, Western District of Missouri.  He has litigated and tried complex white collar criminal cases involving public corruption, wire fraud, tax fraud, theft of government funds, and interstate organized crime. For his work on behalf of the United States he was awarded: the United States Department of Justice – Criminal Division – Assistant Attorney General’s Distinguished Service Award (2023) for his work on a multi-district public corruption and fraud case; the United States Council of the Inspectors General on Integrity and Efficiency Award for Excellence (2022) for his work in the prosecution of a Missouri health care provider for fraud and illegal distribution of controlled substances; and the United States Department of Health and Human Services Award for Excellence (2020) for his work in a Federal civil rights prosecution of caretakers in a Missouri health care facility who violated a resident’s civil rights. In addition to his work as a criminal prosecutor, as a Special Assistant United States Attorney, Shannon has assisted in the litigation of Qui Tam cases.

Prior to his work as a federal prosecutor, Shannon succeeded TGH Founding Partner, Joanna Trachtenberg, as Chief Counsel of the Medicaid Provider Fraud Division of the Missouri Attorney General’s Office. In that position, he prosecuted civil and criminal cases against health care providers who defrauded Missouri’s Medicaid program, including physicians, nurses, dentists, and owners of health care facilities as well as health care providers who financially and physically abused Medicaid recipients.

Shannon began his career as a civil litigator with a prominent Kansas City plaintiff’s firm.  There, he primarily represented families whose children suffered birth injuries as a result of medical negligence, as well as individuals who suffered catastrophic injuries as a result of the negligence of other car drivers and semi-truck drivers.

Originally from Jefferson City, Missouri, Shannon lives in Springfield, Missouri with his wife and their dogs Bear and Stevie. When not working, he enjoys bicycle rides with his wife, reading American history as well as an assortment of fiction.
